The File>Project Editor feature is used to view or edit a project file:

The Project Editor opens the project file most recently opened (using File>Open). The Project Editor is used to edit the project text file. There is no syntax or error checking.  The Project Editor should be used to modify a project only by experienced users with a good understanding of project structure and syntax.  Even then, it is very easy to make an error.  It is recommended that the Layer Editor be used rather than the Project Editor.

The following view shows a project opened with the project editor.  The project is organized layer by layer.
