Assessing Housing Market Conditions
  -- Updating Census 2000 Data and Selected GIS Applications

This web page summarizes elements and resources presented by Warren Glimpse at the Housing Choice Voucher Program, 26th Annual Conference, sponsored by Quadel Consulting, in Washington, DC.

A live GIS mapping demonstration of using GIS tools with Census 2000 geodemographic data for the Houston, Texas area shows the interrelationships and benefits for housing market analysis. Some parts of this presentation are summarized in the paper "Neighborhoods and Geodemographic Analysis: Using Data-Driven Decisionmaking Information in Local Coalitions," by Warren Glimpse. Conference presentations also demonstrate use of the latest Census 2000 demographic data and how these resources can be used in a range of application scenarios concerning housing market analyses.
  1. 1990-2000 Census demographic trend comparative analysis profiles. Use these trend profiles, further described at http://proximityone.com/dp.htm#trends, to assess comparative geographic changes in housing market and related demographic conditions.

  2. Options for Acquiring Map Files. Proximity, the Census Bureau, and other organizations provide no fee access to map files that can be used in the applications described in this session. These resource access options, and relative strengths and weaknesses, will be reviewed in the session.

  3. Using Census 2000 Summary File 3 Data. This national scope set of "richer demographic" data was released by the Census Bureau in September 2002 and features the baseline data for that will be included directly or indirectly in most housing market analyses.   4. National ZIP Code and Census Tract Demographic Databases. Using the Summary File 3 data, Proximity has developed a national scope demographic profile database at the ZIP code and census tract levels of geography. More information on these data resources, and a sample of this database for the State of Hawaii available for downloading, is available at http://proximityone.com/hidmi1.htm. These data may be directly loaded into a GIS application relating to housing market analyses, discussed in the conference presentation.

  5. Housing Affordability Index. Proximity is assessing alternative measures of housing affordability, and associated market indicators, using data resources described in the session. Application of a Housing Affordability Index for the Houston, Texas area, by census tract, is described in the session.

    the smaller the index, the more affordable the housing

    annual housing costs are the composite of 12 times the monthly homeowner costs for mortgaged properties and 12 times the monthly gross rent for renter occupied properties.
