Outlook2020 Demographic-Economic Data Access & Analytics

January 2016. Update: the latest profiles now show ACS 2012 and ACS 2014 data in side-by-side comparison.

The annually updated Census Bureau American Community Survey (ACS) 5-year estimates are an enormously valuable and important resource for analyzing demographic-economic patterns and trends. See about the ACS 2014 5-year estimates. These data are unique in their enabling role for planning and decision-making applications requiring small area data. As these data are available on a U.S. national scale, applications can use these data for any state, region, or area. Use the Outlook2020 resources described here to access, integrate and use these data. Unlike the Census Bureau FactFinder data access tool, Outlook2020 provides and easy-to-use ability to examine highly structured and consumable demographic-economic profiles. The corresponding Excel format files are immediately usable with numeric values, easily displayed as chart graphics. Output from Outlook2020 can easily be integrated with shapefiles enabling mapping and geospatial analyses.

Despite their unique and important contribution, a limiting feature of the ACS data is their age. As of January 2016, the most recent ACS 5-year estimates are from ACS 2014, released December 2015. These estimates are centric to mid-2012 (midway in the 5 calendar year time period 2010 through 2014) and now three years old. What has changed by how much and where? In some areas, a lot has changed. How might patterns and characteristics change between 2015 and 2020? ProximityOne develops current estimates (through 2015) and projections to 2020, also available through Outlook2020, to provide insights into future change and trends.

Outlook2020 ... Getting Started
Outlook2020, a component of the ProximityOne Situation & Outlook, is a Windows-based integrated software and data resource. Outlook2020 uses API tools to access historical data, thus eliminating a requirement for user large scale data storage and related issues. Outlook2020 features include accessing data for ZIP code, census tract, city/place, county and school district geography and creating demographic-economic profiles and datasets described in this section. The Outlook2020 architecture is openly expandable to all types of ACS political/statistical geography tabulation areas. While the profile structure and data items are fixed in the present version of Outlook2020, the architecture is openly expandable to use of set of ACS subject matter items. Outlook2020 requires a ProximityOne User Group ID.

Start Outlook2020 using the desktop icon. With Outlook2020 running, proceed with these steps. -- scroll section
1. Select Type of Geography
  • Use dropdown "Select Type of Geography" (lower left section of screen).
  • At start-up, the Demographic-Economic Profiles" list box is populated with U.S. by city/places.
 

2. Select Specific Geography Area
  • Scroll down in listbox and dbl-click specific geography.
 
  • Profile is generated (dataset is created is Create Dataset checkbox is checked).

Optionally multi-select geographic areas and click the Run button.

3. Repeat 2 as desired. Repeat 1 to select a different type of geography.


More About Selecting Geography
In item 1 above, to select a different type of geography using the geography type dropdown:

Wait for the geography scrollbox to populate (see message in statusbar at bottom of window).

When the geography scrollbox is populated, optionally use filter button:

The initial value of the filter is "pop2010>65000"
To apply the filter in the filter text box, click the Filter button.
There is no error checking on the filter text syntax.
Filter text structure rules and operations (dBase expression) are described here.
Fields available in each type of geography base file include:
- GEOID -- geocode for specific type of geography
- NAME -- case sensitive name for named geography (not for use with tracts or ZIP codes)
- POP2010 -- Census 2010 population

Excel profiles are structured/formatted the same for any type of geography. Easily compare attributes of two or more geographies by copying the columns of one area profile (e.g., one city) and pasting those columns into column A8 of another existing profile (e.g., one county).

Outlook2020 can be used to create HTML structured demographic-economic profiles. Examples are shown below. Optionally post these profiles on a website.

Outlook2020 Users. When the Create HTML checkbox is checked, the profile(s) displayed in the grid are saved to HTML format. If the AutoOpenHTML checkbox is checked, the HTML profile is automatically opened following display of the profile in the grid. Map graphics are inserted by software if the map graphic exists on the server at the time the HTML profile is generated (developed using CV XE GIS).

Setting Time Period [top]
Use the "Years" radio button to select the time periods for data to be accessed. The Years radio button is active only for ACS 2012 and 2013 without a current estimates and projections subscriber ID. "Estimates" refers to estimates/data for years 2010 through the current year (e.g., 2015) -- any year up to and including the current year. "Projections" refers to projections/data for years into the future; e.g., 2016 through 2020. The Years button sets the time periods processed:
  • ACS 2012 & ACS 2013 -- ACS data for these two ACS program years
  • 2010 & 2020 -- 2010 estimates & 2020 projections
  • 2010-2020 annual -- 2010 through 2020 annual by year.

ACS 1-Year versus ACS 5-Year Data [top]
Outlook2020 defaults to use of American Community Survey (ACS) 5-year estimates for historical data.
By clicking the "ACS 1-Year" checkbox, the ACS-sourced data are processed using ACS 1-year estimates.

Advantages of using the 5-year estimates
  • the data are available for all census tracts and ZIP code areas.
  • the data are available for all cities/places, counties and school districts irrespective of size.
Disadvantages of using the 5-year estimates
  • the data are older than the 1-year estimates.
  • the data are for s multi-year period rather than one year.
  • additional cautions in comparing estimates over time (see below).

Advantages of using the 1-year estimates
  • the data are more recent than the 5-year estimates.
  • the data are generally more accurate than the 5-year estimates.
Disadvantages of using the 5-year estimates
  • the data are not available for census tracts and ZIP code areas.
  • the data are available for only areas of 65,000 population and over.
  • the margin of error (MOE) of the estimate is normally larger that for the 5-year estimates.

Additional cautions in comparing estimates over time
  • ACS 2012 5 year estimates are based on survey respondent data during the years 2008 through 2012.
  • ACS 2013 5 year estimates are based on survey respondent data during the years 2009 through 2013.
  • The ACS 2012 5 year estimates and ACS 2013 5 year estimates include the same respondent data for the years 2009 though 2012.
  • The ACS 2013 5 year estimates are "refreshed" by dropping the 2008 respondents and adding the 2013 respondents.
  • While the estimates are independently developed, they include demographic-economic characteristics for some of the same respondents.

Installation Notes [top]
To install Outlook2020, run the Outlook2020 Installer. Outlook2020 can be installed for operation on any Windows computer. Other than Windows and Internet, there are no other requirements beyond what is included in the installer. A ProximityOne User Group (see below) UserID and password (both case-sensitive) are required to download the Outlook2020 installer. Once downloaded, run/open the file outlook2020_installer.exe and take all defaults to install the application.

Once installed, start Outlook2020 using the desktop Outlook2020 button. Outlook2020 will start and display a window like the one shown at the top of this section. From here, you can immediately dbl-click a city/place in the lower left scroll section and view a profile in the grid. Select any other geography and create profiles as described above in this section.

Optionally enable options that are unavailable (greyed out checkboxes in control panel to left of grid). These features require a supplemental Outlook2020 userid (different from the User Group ID). Enter your Outlook2020 userid by making a one-time change to the start-up ini/configuration settings. With Outlook2020 running, use Settings>Configuration. When the Settings form opens, enter your case-sensitive Outlook2020 userid in the Key edit box. Click the Save button, close the form and re-start Outlook2020 for your new settings to take effect. Every time Outlook2020 is started, the Key will be in effect. Entering the Outlook2020 userid is a one-time change even if you install upgrades.

There are three "levels" enabled by different Key values:
  • Level 1 -- enables ACS 1-year, Create Excel File, and AutoOpenExcel checkboxes.
  • Level 2 -- enables Level 1 plus Create HTML File and AutoOpenHTML checkboxes.
  • Level 3 -- enables Level 2 plus Create Dataset.

The Years radio buttons 2010 & 2020 and 2010-2020 annual requires a Key authorized for ProximityOne estimates and projections.
