The 1980 Census was the 20th count of the U.S. population and housing. This section covers important developments pertaining to the 1980 Census data resources and access to and use of these data. This document is written by Warren Glimpse, former senior Census Bureau statistician responsible for innovative data access and use operations. He is also the former associate director of the U.S. Office of Federal Statistical Policy and Standards for data access and use. The 1980 Census largely followed the 1970 Census with planned summary data files. File types were better structured. There was no American Community Survey, the rolling or annual "census", until after Census 2000. State Data Center Program The State Data Center Program (SDCP) is a cooperative partnership between each of the 50 states and the U.S. Census Bureau. Established in 1978, it is one of the Federal government's longest-running and most successful partnerships. The 1980 Census was the first full decennial program for the SDCP. The primary goals of the program are to: Make Data Accessible: Disseminate U.S. Census data, as well as demographic, economic, and social statistics, to the public at the local level. Provide Support: Offer training and technical assistance to local data users, helping them understand and utilize census data for research, business, and policy-making. Offer Feedback: Provide feedback to the Census Bureau regarding data usability and state or local data needs. In each state, a designated lead agency (such as a university, planning organization, or state government office) coordinates a statewide network of affiliate organizations—including libraries, chambers of commerce, and local agencies - to ensure data reaches communities effectively.
