Population with Disabilities in the Largest School Districts

As of 2008, more than 36 million people, or 12.1 percent of the U.S. civilian noninstitutionalized population (298.6 million) reported some type of disability. This section provides a ranking table that shows characteristics of the population with disabilities, and related data, by school district for the largest approximate 1,000 school districts (based on total population).

School districts with a 2008 population of 65,000 or more are included. These school districts account for 63.8-percent, or 34.1 million children, of the total U.S. population enrolled in school (53.4 million) in kindergarten through 12th grade.

Examine how school districts of interest rank based on selected measures of the population with disabilities. For example, use the table to view New York school districts ranked in descending order based on the percent of population under 18 years of age ... click the ShowAll button below ranking table. Select New York districts (leftmost Select State dropdown). Click column header for column 12 (%CP<18_D) twice (to get view in descending order). Albany School District has the highest estimated percent population under 18 years of age (11% compared to the national 3.9%).

About the Enrollment Data
Enrollment data/estimates shown in column 5 are for the population ages 3 years and over, who are residents of the district, and enrolled at the time the questionnaire was completed in kindergarten through 12th grade. Note that the person enrolled may attend school in a different school district (rather than district of residence) and the person may be enrolled in public or private school.

More About Disability Data
Data from the American Community Survey (ACS) identifies serious difficulty in four basic areas of functioning: vision, hearing, ambulation, and cognition. The ACS also includes two questions to identify people with difficulties that might impact their ability to live independently.

Hearing Limitation is captured in questions 16a. Vision Limitation is captured in question 16b. Limitation in Cognitive Functioning is captured in question 17a. Ambulatory Limitation is captured in question 17b. Self-care limitations are captured in question 17c. Independent living limitation is captured in question 18.

The development of these questions reflect models of disability from the Institute of Medicine and the International Classification of Functioning, where disability is defined as the restriction in participation that results from a lack of fit between the individual's functional limitations and the characteristics of the physical and social environment.

Updates. Data shown on this page are updated annually. ACS 2009 estimates (released late 2010) include disability estimates only based on 1-year estimates (no 3-year or 5-year estimates). As a result, the ACS 2009 estimates are limited to school districts (or any area) of 65,000 population or more. There are no Census 2010 estimates owing to the fact there are no Census 2010 questions on diabilities.
