Examining School District Federal Revenues
  -- School District Revenue & Expenditure Patterns, FY 2022

October 2024 .. Elementary and secondary education revenue received by "school systems" from all sources in FY 2022 was $878.2 billion, up 8.4% from the prior year. Local revenue was $375.2 billion (42.7%) and Federal revenue was $119.1 billion (13.6%). These data are based on the Census Bureau 2022 Annual Survey of School System Finances (F-33 2022). The focus of this section is on using these data to examine Federal revenue received by school districts. See more about the F-33 data.

Methodology. State or national funding level numbers can be misleading. Regions and individual school districts can experience much different patterns. The F-33 data cover the universe of "school systems". "School systems" include regular school districts and area education agencies but exclude charter schools that are not part of a school district. To focus on school districts, we merged the F-33 data into the Census Bureau 2022 school district shapefile based on the National Center for Education Statistics common key the NCESID, a unique 7-character geocode assigned to each school district. This process resulted in 13,342 school districts with 317 districts having no reported value for total federal revenue (treated as zero in this analysis).

The embedded interactive map below shows patterns of percent FY2022 Federal revenue by unified school district in the lower 48 states. Scroll down a bit to see “SchDist Uni %FedRev 22” and the funding ranges and colors.

Interpreting the Map View. The southeast school districts are predominantly green (15% - 20%) and blue (>20%). They generally receive a higher percent Federal revenue. School districts in the northeast and moving west generally receive a lower percent Federal revenue. Many states have mixed percent. Zoom in to examine areas of interest. Use the Tools>Layer Editor to assign a label to school districts such as name (item NAME), percent Federal revenue (item PCTFTOT) or per pupil expenditure for instruction (item PPITOTAL).

To view characteristics of a selected school district, enter the name in the searchbar and press Enter. Try finding Los Angeles (not case sensitive, but spaces and commas matter). The map view zooms to that school district and shows school district finances and other attributes in the lower left panel. Scroll down in the profile panel to learn that the percent Federal revenue is 19.2% (item PCTFTOT). Try finding another district of interest. Return to the "lower 48 states" view by clicking the globe button below the map window.

Scope of Data
Data are based on the 2022 Annual Survey of School System Finances, covering mostly school districts, conducted by the Census Bureau. These data are also known as the "F-33 data" as the data are collected using the F-33 questionnaire/survey. The author of this document, Warren Glimpse, has worked with the F-33 data since developing the School District Data Book (SDDB) under sponsorship of the National Center for Education Statistics (NCES). The original 1990 SDDB featured data integrated from the 1990 Census and 1990 NCES Common Core of Data statistical programs. The 1990 SDDB also featured development of the first national scope mapping of all U.S. school district.
