Estimates versus Projections .. goto top
Understanding estimates versus projections. Here estimates and projections refer to time-series, or longitudinal, data developed for a subject matter item, such as population, for a geographic area (such as a county).

Estimates refer to data developed for periods, or points in time, historically up to the current data. Estimates are typically developed through the use of data tabulated using a model, algorithm or a summary statistic estimated from a statistical survey. Estimates differ from a census, which involves counting all items in a universe, or administrative data, whihc arec counts of reported items but neither a complete universe or statistical survey. Estimates, by their very nature, are always subject to errors of estimation. We know estimates are not counts so there is always some error. The Census Bureau develops these variations of county population by race (as of this date):
  • model-based annually 7/1/2020 through 7/1/2023 -- all counties
  • American Community Survey 1 year 2022 (for calendar year 2022) -- counties over 65,000 population
  • American Community Survey 5 year 2022 (for the 5 year period 2018-2022) -- all counties

Projections refer data developed for periods, or points in time, in the future. Projections are typically developed through the use of a model that uses estimates to compute future values. The model can be a simple linear model, y = a+bx or something much more complex. Projections are subject to the same types of errors of estimation plus the add an error of uncertainty resulting from model specification and assumptions. While it is difficult to determine the error of a prediction, or projection, The model can be used to project a historical value, a simiulation, to help determine the quality, accuracy of the model and thus projections.
The Census Bureau does not develop projections at the sub-national level.

In general, estimates provide a more reliable measure compared to projections by its very nature. Estimates are based on something observable. Projections can be considered more valuable than estimates because they tell us about how things might change in the future.
