Overview. Harlingen Consolidated ISD is located in Cameron County (48061) and Brownsville-Harlingen, TX MSA metro ( 15180). The population of Harlingen Consolidated ISD changed from 84,057 in 2010 to 87,282 in 2017; a change of 3,225 (3.8%). The metro population changed from 407,654 to 423,181, a change of 15,527 (3.8%) during the same period. As of 2017, the population of Harlingen Consolidated ISD represented 20.6% of the metro total population.

Race/Ethnicity. Based on the most recent ACS 2017 5-year estimates the district total resident population was 85,905. The population of one race include 92.0% White alone, 1.1% Black alone, 0.4% American Indian/Alaska Native alone, 1.0% Asian alone, and 0.0% Native Hawaiian/Pacific Islander alone. The Hispanic population (of any race) was 81.1% of the total population. These characteristics are based on more detailed data in section 05 below.

Housing, Households, Economic Situation. Of the district 32,180 total housing units, 27,298 were occupied housing units (households) or 84.8% of total units. Of the 17,164 owner-occupied units, the median housing value was $89,600. Of the 17,164 renter-occupied units paying rent, the median rent was $706. These characteristics are based on more detailed data in section 08 below.

Among the 20,529 family households, 23.2% had income below poverty level in the previous year. Among the total population, 28.3% had income below poverty level in the previous year. The district median household income was $41,940 with median family income of $46,591. These characteristics are based on more detailed data in section 07 below.

Education. Of the 24,209 district population 3 years and over enrolled in school, 12,971 were enrolled in grades K-8. Among the 52,140 population 25 years and over, 73.3% were high school graduates and 19.0% were college graduates. These characteristics are based on more detailed data in section 06 below.

Urban/Rural. The district is 97.5% urban with locale code 13.

This document provides a summary of demographic-economic characteristics and trends for the school district community developed by ProximityOne. It provides access to multi-sourced data about the district organized in a consumable form. An indispensible document for use by administrators, planners, analysts, stakeholders, businesses, researchers and others, it is updated throughout the year as new/updated data become available. ProximityOne uses these and related data to develop more current and geographically detailed estimates and projections.

The full and most up-to-date version is available to subscribers.

Data in this report are also available as a part of the School District Geographic Information System (SDGIS) that enables mapping and geospatial analysis with drill-down to the intersection/neighborhood level. Integrate student, school, school attendance zone, city, county, census tract, block group, transportation and related data.

Map graphics are available in most reports but not all. Interested users can develop these maps using SDGIS.

The interactive table is developed/provided on a state by state basis. Districts in these states include the interactive table: GA, KS, NY, TX. These are being progressively added.

The more detailed data in sections 5 through 8 were updated in August 2019 to include ACS 2017 demographic-economic characteristics.

04. Demographic Trends
The Demographic Trends section presents model-based demographic estimates developed by the Census Bureau. While these data are intended to be consistent with the ACS data described below, they will typically differ some; even when comparing the ACS 2017 1-year estimate to the model-based 2017 estimate.

05. ACS Demographic-Economic Estimates
Reference to "with ACS 1-year data" means that 05-08 sections of the report use ACS 1-year estimates (available district 65,000 population and over). Where there is no ACS reference, ACS 5-year data are used (available for all districts). In general, the 1-year estimates should be used when available (more recent, more accurate) but there are reasons to prefer the 5-year estimates even when 1-year estimates are available. Interactive Table. The interactive table is not available in all reports. Where available, this table presents a row for each school district in the state. Columns present enrollment data by grade for the most recent year available. Data are sourced from the corresponding state department of education. Notes about specific states follow.

California. Enrollment data are reported for KG through 12. PK and ungraded enrollment are not reported. Data are sourced from the California Department of Education. https://www.cde.ca.gov/

Kansas. Enrollment data for individual grades are suppressed for counts less than 10. In these cases we have substituted the value 5 as the count. The total enrollment is the sum of all graded columns plus additional columns/categories for Special Ed 3 & 4 yr, Ungraded, and 4-Year Old At-Risk.

Texas. Enrollment data for individual grades are suppressed for counts less than 10 and for complimentary suppression. In these cases we have substituted the value 10 as the count. The total enrollment is the sum of all graded columns PK through 12. There are no data for ungraded, special ed or at-risk columns.

Urban/Rural & Locale Code
The percent urban value in the Oveview is computed as the ratio of the population in urban census blocks to the total population in the district based on Census 2010 SF1. No adjustment is made for districts which may have changed boundaries since 2010. If the Census 2010 district geocode does not match to a ACS 2015 geocode, the percent urban is shown as NA.

Local code (defined by the Department of Education):
where UA: Urbanized Area; UC: Urban Cluster; PC: Principal City
11 = City, Large: area inside UA & inside PC & population >= 250,000.
12 = City, Midsize: area inside UA & inside PC & population 100,000-250,000.
13 = City, Small: area inside UA & inside PC & population < 100,000.
21 = Suburb, Large: area outside PC & inside UA & population >= 250,000.
22 = Suburb, Midsize: area outside PC & inside UA & population 100,000-250,000.
23 = Suburb, Small: area outside PC & inside UA & population < 100,000.
31 = Town, Fringe: area inside UC that is <= 10 miles from UA.
32 = Town, Distant: area inside UC that is 10-35 miles from UA.
33 = Town, Remote: area inside UC that is > 35 miles from UA.
41 = Rural, Fringe: non-urban area <= 5 miles from UA & <= 2.5 miles from UC
42 = Rural, Distant: non-urban area 5-25 miles from UA & 2.5-10 miles from UC
43 = Rural, Remote: non-urban area >= 25 miles from UA & >= 10 miles from UC.
